Bush to Katrina Rebuilding Workers: Screw You Too!

In what has become an almost non-stop string of blunders and fumbles in the wake of Katrina comes the Bush Administration's pièces de résistance. In an apparent attempt to funnel even more Federal loot into the pockets of his buddies and their no-bid clean-up contracts, Bush has issued an executive order rescinding the 1931 Davis-Bacon Act.

In a notice to Congress, Bush said the hurricane had caused "a national emergency" that permits him to take such action under the 1931 Davis-Bacon Act in ravaged areas of Alabama, Florida, Louisiana and Mississippi.

The Davis-Bacon law requires federal contractors to pay workers at least the prevailing wages in the area where the work is conducted. It applies to federally funded construction projects such as highways and bridges.


You read that right. In one of his many efforts to assist the residents of the storm-ravaged area, Bush has ensured that they will remain below poverty level by guaranteeing that virtually the only jobs available to them in the coming years will pay sub-standard wages.

So in 2015, when you're driving one of the many bridges that will need to be rebuilt, feel safe and secure in the fact that they were rebuilt by really pissed-off workers making $4.00 an hour...the key to all quality workmanship.

it never ceases to amaze me the extents to which he will go to make sure his people are getting theirs. his comtempt for the common people is disgusting. i can't wait to hear how all of his sicophants spin this into a good thing. gw is a president of the people, his people.

I give up. I just when you think it couldn't get any worse the people in power come up with some new and brilliant plan to fuck the lower class in the ass. It's so painfully obvious to everyone else that all citizens of one of the wealthiest nations in the world should receive fair pay, a good education, and adequate health care, but no. The million and billionaires of this contry want to keep wiping their asses with $100's and eat a side of gold with their dessert at the expense of everyone else's quality of life.

Workers are being hired in Houston for jobs in LA and none are paying even close to min wage. I understood that this just takes away the pay guide lines that the fed gov has on the differnt positions when on a Fed contract.

I don't think it has anything to do with min wage and doubt anyone would work for that pay so the company would have to raise it anyway. Does anyone have any examples of this happening and being anything like what is being tossed around here?

OK I checked it out and what the law says is that Fed contracts must pay the same scale as required by state and local gov in that area. Resending this in no way effects the min wage.

but it does substantially lower the wages that these workers can earn. basically it ensures that most of the people who will get involved in the reconstruction work (those doing the grunt work of operating a hand held shovel) will be getting paid even less than they might have before.

has anyone here looking into what kind of benefits the workers are getting? what kind of tax breaks they are getting? or did everyone see bush's name, some negative info, then jump backwards thru thier asses to bitch.

Okay, yeah, people are blowing things out of proportion, but exactly how is it a good idea to pay the people doing the rebuilding less for such demanding work, in an effort that will last God knows how long? Disgruntled workers don't do good work. I understand that this is a major economic hit we're taking, rebuilding and all, but it has to get done and shoddy work will cost more in the long run.

The article says nothing about special tax breaks or benefits for workers who've had their wages cut. Look, I've praised Bush for individual things he's done. The time he talked about cutting corporate welfare for farmers, I was really happy. I don't know if he followed through or not, but I remember him announcing that he was going to do it and I was thrilled and there was a lot of praise on these boards. No one could accuse us of being an impartial jury, but then the Republicans on here aren't impartial either. But we don't just automatically decide that because Bush = bad. It's not like we had to jump through hoops with this one. Bush made a decision, we disagree based on the available information. If you have more information that would make this seem like a good idea, by all means, share it with us. It's very rare that I've so fully made up my mind that someone can't change it.

Right now there should be so much work if you don't pay reasonable you can't get people to work. Also how about if you are hire someone unskilled? One complaint was to aford to pay what was required they had to be pretrained in the fields. So it made it difficult to staff and keep pay reasonable. What will happen is debatable. Right now companies are hiring in Houson for work in LA and paying MORE than the prevailing wage. Unless there is a major labor overage (and with the amount of work it's doubtful) this will not make a major difference in wages on the individual level and may allow for additional employment,

He's just standing up to the fat cat day laborers who are planning on profiting from this natural disaster. If those day laborers think that they can make off with billions of tax payer dollars in some sort of no-bid situation they are mistaken.

This just means that cheaper contractors will be let into the game. considering the scope of this thing, don't we want to have all of the contractors available to be considered?
Davis-Bacon is a union protectionist act, it's there to ensure that non-union work can't under-bid union work on federal contracts. You don't hear about how the unions are fighting to constrict the amount of labor avaible to the rebuild effort though, do you...

My answer to you is FUCK HALLIBURTON and all of the profiteers. Unions are there for a reason, so shits like Bush et al don't SCREW the workers.
