While the United States government is losing priceless historic artifacts to thieves (like Tafts ass-scratcher or Monroes joint and palsy liniment), the city of Los Angeles is not far behind. Watercolors, metal sculptures, and oil paintings are disappearing from public spaces. But, unlike the Federal government, many of the pieces of art are in lobbies, hallways, and officesout of public view.
"There is speculation that when staff retired or moved to different offices that they could have taken paintings with them," said Felicia Filer, director of the public art division for the city Cultural Affairs Department.
"I suspect there are many department heads who frequently commissioned artworks and didn't add them to the city's art collection."
By far, the best excuse for having artwork out of public view comes from Robert Ovrom, head of the Community Redevelopment Agency:
Ovrom ordered most of the artwork donated to local museums, but hasn't been able to find takers for many pieces -- including the "Dollar Bill Man."
"This art is ... ugly," Ovrom said. "It's just a crumpled-up waste of money."
In certain circumstances, artwork has gone missing without anybody noticing or doing anything
about it.
Much like the citys education system.
