In that there thread, I should indeed not have said "small portion of America". I should have said 2% of American jursdictions.

But wait, there are 50 states, so each one would be two, right? (I guess the protectorates would also count so it would be slightly lower). Unless you also included Mass achussettes to get 4%, but they would already be in the club.
