you could drive your car into their office and maybe get your money's worth. failing that, appeal to higher-ups and settle. id's used to be about $50 - they've probably gone up in the meantime (just floating ideas). i guess they don't have boots where you live? for a time anyway, it was impossible to accrue that sort of debt here. they'd boot the car and then tow it if you couldn't pay to remove the boot.
