Essentially, it's chemically stored information that goes straight on into your mind. Shows up in Larry Niven's science fiction stories a good bit. It's a wetware, not a hardware approach.

I imagine it would be a world where the wealthy would get chipped and others would have chips either priced out of their reach or withheld, because it wouldn't take the smart ones long to figure out no one will do their housecleaning and yardwork and any other number of low paying tasks if they are all so gaddamned brilliant. I imagine it would create even more of a divide than already exists between the haves and have nots.

Plus you guys would have to come up with some better and smarter pick up lines. Think of the pressure.

You're thinking this through all wrong. If everybody is smart, we will come up with solutions to chores. Like genetically engineered grass that never needs cutting, and robots that clean up after us. It'll be like Star Trek. You ever see anybody do anything even remotely physical on Star Trek? I mean besides Captain Kirk boning anything that remotely resembles a female.

And that solves your pick-up line dilemma too.

Also, you're not just learning all this information when you go to school, you're also learning to learn. You're finding out how to do things with the information.

Anyone's desktop computer has the capacity to store all the recipes ever written. It still can't make a goddamn sandwich.
