Yep, it's Russian.
It's sounds like they're saying "Moscow" over and over right before they start laughing. I would do an ITunes or Windows media search on the word Moscow.

I can't belive this is the first time I've ever seen this video or heard that song. Watching it I instantly recognised this image from, I'm pretty sure dickcream.

I totally want to convince 5 people to dress up as Dschinghis Khan with me for Halloween, learn the dance, and follow me around with Moskau playing on repeat through an mp3 player with external speakers as we parade up and down the streets.
