Do something for her that demonstrates how well you know her. Did she have a favorite book as a child? Buy it and read it to her. Favorite flower? Buy a ton and leave them all over her house and her car. Favorite color? Make her dinner and have everything be that color (even if it involves food coloring). Something silly and heartfelt and wonderful is what makes us so happy that we cry ("us" being all humans.. not just women )

I have always been a big fan of bears from http://tomatoalligator.com/, given that she might be the kind of girl to think it is funny. It wouldn't be a real tear-jerker though.

write a story about her (you know, where she's the beautiful heroine).
poetry is romantic, but really hard to do properly (bad poetry makes baby jeebus cry), so go for prose. you can be really sappy, and it doesn't matter because it's lust "being artistic."
one of the best presents I ever got was a descriptive story about me leaving for work in the morning (the house was empty, etc.). the whole story was pretty short, and it described only a few minutes, but it was beautifully written and I treasure it even now.
I've also been given a series of stories about a fictional superhero with my name, and they were really rad. they even had illustrations.
