For me its trying to get it comfy, the ring of my PA gets in the way and catches stuff

I think its a childhood obsession.

Well why do female put their right hand between their legs all the time? I used to see my girlfriend do that unconcoiusly in fact I even took a picture of her doing it one time without noticing where her hand was. Its usually hand between the legs and legs crossed. I think some clarity will help.
If you are talking about the occasional readjustment, scratching of the penis, or the quick game of pocket pool every once and a while, well, it the warmest organ part of the body apart from the head, so it can get a little stuffy down there sometimes. And it might very well be the mst sensitive part of the male body as well. So it itches moreso than other parts of the body.
Also, we are talking about an organ with a very fluid size change ability. It's not always completely flaccid and not always completly erect, and so these random changes in size and girth do tend to require readjustment. And no, I don't mean that guys get random full blown hard ons all the time. More like a 'half chubby' or a 'quarter chubby' now and then. Just the blood flowing a little higher than when completely dormant is all. Keep in mind there's a scrotum down there too sharing the space, which is also very sensitive.
Of course, if you mean your significant other thinks that its normal to shake a person's hand with their right and grab their dick in their left at the same time, then that's different. That means he's Italian.
