It doesnt really. Its all down to genetics. Each of us had a genetically determined max length of hair. Once it reaches that lenght it wont get any longer. So thats why some people cant grow hair past their shoulders, but others can get it way past their ass.

It seems to grow indefinately becasue we keep chopping it all off.
