We're talking about the age at which a person can legally consent to have sex with somone, particualy with a person over the age of 18. Apprently in the UK, and certain American states, a 16 year-old girl can consent to have sex with a 45 year-old man (feel free to combine the gender combinations as you see fit, I'm just making an example) and both parties are free of worry that the cops are going to haul the older party off to jail for child molestation.

I believe, also, in Ohio, if one partner is under the age of consent (16), it's still legal if they're within three years of each other, or something like that. So a seventeen year old can sleep with a fifteen year old.
