I think it's a combination of things. Proximity to our genitals and the fact that asses are typically something that are covered and their exposure is stimulating would be the obvious conclusion. But also, if humans are, by nature, attracted to the fittest of the species, it would make sense we'd be drawn to a shapely ass as an indicator of health. Maybe we're wired to notice the butt because it's important on an evolutionary level.
You got my vote; I would say you're on the right track there. 
I would also add that the appeal is magnified if I like the person and diminishes to insignificance if it belongs to someone who's behaviour is unappealing.
