There is a differance... but were still taking about the same family of muisc here.
Rockabilly: started out as a mix of rock and country back in the 1950's, with people like Gene Vincent, Eddie Cochran, Billy Lee Riley and even Elivs
Psychobilly (the name most came from the Johnny Cash song One Peice at a Time) was just a mix of punk and Rockabilly.
bands that are most often cited as the starting point of the style are/were The Cramps and the Meteors.
if your are intrested in the history of psychobilly I suggest checking out the Wreckingpit (there is already a link in this thread somewhere) and all music.
there are some good comp's of early psychobill stuff you might want to check out. I'd start with
