Really, it isn't remotely hip-hop. As a rapper, Beck has little to no flow, and totally neglected to tell me how much better he spits on the mic than phoney rappers. That's basic Hip-Hop fundamentals.
That being said, it's classic Beck, far from disappointing, hard to categorize. The track has a funky beat that's a bit too to slow, too intellectual to really devastate the dance floor, and all claims to club smasher are defeated as unusual breaks peak in throughout the song. The outro, which we get a peak of in a short intro, is standard freeway Pacific Highway driving at sunset music. Dig? Percussion, soaring voices, no heavy downbeat.
