It's from the 'Darktown After Dark' sequence in the 1980 movie Loose Shoes, starring Kinky Friedman, Buddy Hackett, Howard Hesseman, Jaye P. Morgan, Bill Murray, Gary Owens, Avery Schreiber, Harry Shearer and Betty Thomas.

It's in reference to a quote made in 1976 by then Secretary of Agriculture Earl Butz.
