He could have gone to college while in. When I was in basic training a few of the drill sergeants were taking courses at the local community college.
Not everybody has the time. I was in the field constantly or deployed or in some sort of military school the whole time I was in. I've heard that they offer courses on ship, but I wasn't allowed to take them on ship because I was with the Marines, and not ships company.
Navy computers and telecom? Try for work in IT security. You've got a history and a security clearance you can trade on, you're security-aware, and you probably know quite a bit about networks and how to defend them.
