Peak is a wave editor for OSX. It can generate white noise or any kind of waveform. You can find a "good" version on Morpheus. If you have a music sequencer that can support audiounits plugins like Logic, or Garageband go here

The Chip32 Wavetable synth is capable of producing white noise.
