Certain towns do no have zoning for a tattoo shop in a mall. That being said even if you could open one in a mall, the overhead would be too high to be a reasonably priced tattoo shop, however the business from young, impulsive customers would be frequent. Shop for cheap spaces to rent that can easily be brought to code. Otherwise he'll be spending a lot of cash to renovate a space to get approval to operate a shop. Also look at the area where the shop would be. The farther out of the way, the more advertising will need to be done. Also if he doesn't have other seasoned artists lined up, he's going to have to apprentice people which will take time, and won't bring in as much money since he will have to essentially train them.

Your friend needs to put together a business model as well. The body of his business plan should, in detail, cover several areas. Start with having a reason for establishing the business. Include business goals, for example, whether ambitious growth is desired or a regular, steady growth level. Have him explain what his tattoo business will do in simple terms, making sure to highlight any features that would set his shop apart from other shops.

Thank you. Are you a tattoo artist or are you just on point with business matters? I don't think an 18 and over establishment would work in a hot spot for 14, 15, and 16 year olds. Can't you see the parents organizing a petition? Oh well. Gimme some dap. Shit.

and if you said what i think you did, there's no way your friend will get approval to open a body art establishment in a mall, city and health codes are way too uptight for that.

shameless plug - Black Orchid Gallery and Custom Studio

I know other people have replied to tattoo shops being in malls already, but to be specific as far as the above comment goes, there is a sucessful tattoo/piercing establishment in West Edmonton Mall in Edmonton Alberta. I've heard that they rake in an absolute ton of money, with most of thier clientel being random teenage shoppers, or those who are "underage" for the more reputable shops.

That being said, thier piercing/tattoo morals could easily be questioned, and from what I've heard, thier work is sub-par at best.

So, technically the mall would probably be a good place to set up shop were you money hungry (depending on the mall of course), but then again, your rep might go straight down the drain for the sake of money & what self respecting tattoo artist/piercer would want that?
