This might sound a little condescending but here goes.
#1 Maybe you just moved to Detroit and don't know but it is the Motor City you can find almost enough parts on the street to build your own car,not to mention the 'abandoned' cars from the suburbs (see: I can't afford my car payment,got too drunk to drive it home and it got vandalized etc....)
#2 Get a job,any job and go to a walk in drive out type place. See: 8 mile area.
#3 Don't listen to those guys about L.A. it's bad in parts but not like Detroit. See: 36 square miles of urban decay,former murder capital of THE WORLD,almost double the national unemployment rate,no real job opportunities outside the Big 3,mass transit LOL what's that? (oh you mean that bus that was supposed to be here an hour ago)
#4 Get to L.A. or anywhere but Detroit and btw GOOD LUCK.

It doesn't get more urban sprawl than Florida, and I managed without a car for the first 22 and a half years of my life. Public transportation, walking, rides from friends or coworkers; you'll manage.
