Jesus, people, the sky is not falling. There are many municipalities in New Jersey that won't allow you to smoke on the beach and they have very similar fines. What happened when they passed those laws? People stopped smoking on the beach.

I think the issue is whether it costs more to enforce the ban or to pick up all the butts off the beaches. The aforementioned municipalities in Jersey finally got tired of using taxpayer money to hire people to pick tourists' butts off the sand, especially since municipal maintenance of beaches in many ways defines them as a public space. By the same rationale, of course, you can't smoke in City Hall.
Apparently the police have forgetten how to give out a ticket for littering. I am a smoker, and there's nothing worse than people who toss their buts anywhere and everywhere.
