They aren't as friendly to strangers but once you get a chance to know them they are every bit as great a person as the ones from any other region of the world. people are people everywhere.

-- No, people are pretty much assholes everywhere I've ever lived or visited. I've lived in three states (two midwestern, one west coast) and travelled quite a bit, and people are pretty much discourteous everywhere. 4. When you think of common courtesy, what's the first thing that comes to mind? (it could be an experience, a specific act, etc.) - Saying "please" and "thank you", saying "excuse me" when you have to walk around or in front of somebody, holding the door for someone struggling with packages or suitcases, holding the door for the elderly, keeping your hand on the door as you walk through if someone is behind you (so it doesn't swing shut on them)... stuff like that.
5. If you've lived in more than one area throughout your life, were people more courteous in one than another? -- Rural and small town people tend to be more courteous, on average. For example, when I lived in mining and farm country, men almost always held the door for me. In the city, it's mostly elderly men who do that. Rural people also excuse themselves, say "thank you" and "please" more often, and so on.
