Yeah, I see what you're saying. But the fact that he chose to spend his massive resources to kill an elephant indicates that he didn't really care abou finding a good way to help, but rather the hunt itself.
To me it's more like if someone had the ability yo build a homelss shelter bu chose to buy a single homeless person a candy bar and a bottle of Night Train.

I agree with your first point.
Your second point, not so much. Killing isn't the only option, the ZNSPCA has come up with many elephant deterrent systems that they provide, including the planting of citrus trees and monitoring elephant corridors. They will also remove problem elephants from the area.
No permit needed, usually done for free.
If Parsons really wanted to help, not just boost his ego, he could have easily paid to have the elephants relocated.
It's hard to say whether Parson's first priority was hunting or boosting his ego, but it's clearly one of the two--helping villagers was, at best, a distant third.
As for the ZNSPCA... sure, that may have been an option. I understand that the ZNSPCA offers such services, but hunting brings in a lot of money, and as has been noted, Mugabe's government is thoroughly corrupt. I can't imagine that there aren't officials who strongly discourage such low-earning solutions, or at least demand a bribe to allow it. That may or may not have been the case in this instance, but it's something to keep in mind.
After thinking about it, what bothers me is, I think, roughly the same thing that bothers Thistle. It's not that he could have done more, it's that he unequivocally took advantage of a bad situation for his personal satisfaction and then tried to spin it as a good deed. I don't care that he went hunting; I don't really care that he shot an elephant in Zimbabwe--they're close to being endangered in that region, but they're not on the list yet. That he shot a... doe? female, anyway--instead of a bull irks me pretty badly, mainly because I think anyone who picks up a gun ought to have a really fucking clear idea of what's on the bangy end of it. But the worst thing he did, to me, is to go to a region that's been gutted by selfishness and act like his own selfish act there makes him the great white hope.
