It's not appropriate. I don't think they should be arrested but really it seems like people are looking for ways to find fault in the school. I'm sure this school is going to have a hard time covering it's ass for the parents, so lets all stand around and bitch about how unfair / prejudiced / puritan they are from our happy bubble mindset of consentual adult sexuality.
Oh, and "behavior modification" isn't for gay kids. 
it's for the kids that are constantly suspended, caught smoking pot behind the school, caught with weapons, disrespectful and abusive to teachers- really troubled kids that most people have given up on. These kids probably aren't the innocent lesbian victims it seems like they are being romanticized as.
Don't you guys remember school at all? I've only ever heard it be called "Detention" in movies.
It was called "detention" in my school, then it morphed into "choices". But "behavior modification" class does seem a bit too Orwellian for my taste. And their could be many different reasons for not mentioning the oral sex: they're wicked under-age.
Even more interesting is that we're hearing about it over AP, Reuters, and several other news wire sevices. And in all of them, they don't mention gender, which, whether or not they're gay or lesbian, is a big empty hole.

I chose this article for the glaring holes in reporting, that frame and push for an argument, even though gender isn't reported and the use of the phrase "behavior modification" (...weirded out...).
