I have yet to see any decency guidelines on any of the roughly 1800 flights I've taken in the last 10 years. I have also seen much less clothed women, to include bikini tops, on the flights.

This leaves me wondering -- what's next?
The nipple police -- "Sorry ma'm, but your nipples are poky today and we cannot let you fly"
The bra police -- "I don't care if you are an A cup, we require all passengers to wear a bra"
The crack police -- "I'm sorry sir, but no plumbers are allowed on our flights"
The catholic school girl police -- let's face it, the average catholic school girl outfit is SO much hotter than the outfit this chick wore
The elvis police -- "No elvis impersonators in costume. Period. Some people are finding the mere thought of you doing pelvic gyrations to be disturbing"

From a customer service standpoint, all this guy had to do was politely hand her a blanket and ask that she cover up. No matter what the skirt was (or was not) revealing, that should have taken care of any nearby puritan or parental concern without all of the stupidness of yanking her off the flight.
