Why is this seen as surprising? Controlled substances are a multi-billion dollar industry. Why would the members of that industry not market their products effectively and take steps to address target markets?
I don't think it was meant so much as a surprise as it was a "*wink wink* strawberry flavored coke?! Hellz to the yah!"
I think it's because flavored K has been around FOREVER.
I always find it interesting reading discussions about cocaine because you always see people who are against the exploitation of third world labour, pro-animal rights, anti-sweatshop, etc. etc. either hint at or say outright how much they enjoy coke. Exploitation is apparently only bad when it doesn't get you high.
As a junior high schooler in a city where kids rode to school on a tractor, I remember hiding out behind the founder's statue on the playground, snorting pixie sticks at lunchbreak. One day I experimented with the new strawberry and sour apple flavors, jamming one of those cardboard sticks up each nostril, and inhaling like I was Tony Montana fortifying himself for an appointment at the proctologist.
After that, I don't really remember much except a haze of apple and strawberry fire, pouring up and over my brain wrinkles and searing away all concept of higher math.
So no, the confirmation of strawberry flavor cocaine doesn't get my taste buds tingling, by any stretch.
