You know, if you're overhearing a violent conflict featuring explicit threats of death, I feel like you should be compelled or obligated somehow to do something.

Something that makes sense, I mean.
What the fuck is wrong with people?
Do you ever watch Cops? The domestic abuse cases? The neighbors call the cops, the cops show up, the spouse or SO being abused denies it or refuses to press charges.
So then one or two things can happen. The neighbor that called the police has someone with a history of violence with a grudge against them who knows where they live. And/or the couple continues to get in fights every weekend, and the abused partner continues to refuse to get out of the situation, or press charges.

Seriously, though, it'd be nice to think that all disputes just blow over, but at a certain point, jesus, do something.
I don't think that upon hearing people yelling in another building my first thought would be to call the cops. Seems like a pretty big jump to make from hearing people yell to thinking that the cops should get involved.

Depends on how they sound. If people are yelling at each other for a moment, then stop, probably nothing. If there's prolonged overly-emotional screaming for an hour with threats of murder. Then okay you can call the cops.
I know a lot of people who don't want to get involved in other peoples business.
I lived next to a couple, dysfunctional to the max, but they would fight and he would threaten to kill her she would scream and kick him out.
I would see him sleeping in the hall the next morning ,then the next night or two later there having sex???
I don't know about this city but after living in 2 very large cities in the past it's not uncommon to hear yelling in any number of apartments, if I was to call 911 every time I heard yelling...
Woah, all I get is this surreal image( I have a cinematic imagination) of this guy murdering someone to the tune of all you need is love, very strange.
