Though it's definitely meant for urban living, I wouldn't say it's only practical in NY and LA. In fact, I'd say it's probably impractical for LA. I've mentioned before that I've seen several in Portland; one parks in the same lot where I park my 100 mpg motorcycle.
I've also seen several electric conversions around town, my friend Zane is looking into doing one with an old Volvo and it's not going to cost him more than a couple thousand. You may not be able to get an EV1 or afford a Tesla, but you can still get a decent, safe eletric car for relatively cheap.
Smart cars are impractical everywhere; people in the most hideously overparked yet trendy areas are the ones most likely to go for it in volume anyway.
Ergo, NYC and LA will be the biggest markets in this country.
Kudos to your friend and his old Volvo, but we're talking about new cars here, not homebuilts and used car conversions.
Wow, I never saw this thread had so much activity or I would have jumped in again last year.
1st off, yes I drove one, many times. I even made a movie about them... There is no record, other than the 1st ones with the generation 1 batteries. going only 50 miles on a charge.
2ndly I live in London now - in the US with big wide roads, shopping malls and subsidized fuel prices larger cars are possible. In Europe and the rest of the world, smart cars make lots of sense. you can park them easily, they use less fuel (which is still double the price - before you are fucked by the currency) and they are easy to park.
Stiles is right - however - they won't make any sense in Nebraska for a while too cold (batteries don't like cold, as any snowboarding ipod owner can attest) and with the big wide open roads, a small little car just isnt aesthetically pleasing.
BTW I'm pretty sure he's not a punter shill for the auto industry so I apologize, however in my defense, at that time (when the movie was coming out on DVD) there was a massive marketing campaign by GM & Texaco about me where they even bought my name in google ad sense linking to blogs trying to discredit us as individuals and our film! So my suspicions were justified, if later proven wrong. Take a look at the edit history of the wikipedia entry on this topic, quite a bit of interest for a car that hasn't been on the road in 7 years.
Either way, see the film, try an electric car (or vectrix electric motorcycle!) its an amazing experience and I do think there's a role for them in the future!

Fuck GM! They need to go bankrupt. Fuck 'em. I hate GM. All their cars are shit. Fuck a Hummer. They have taken advantage of the class system for decades. Why on this earth do you need to make the exact same car with a different brand name on it? Then charge different amounts for the same fucking blueprint with a couple extra bells and whistles and trim packages. By the way, fuck Ford as well, but that is a whole other story...Back to my fuck GM, yeah that is great to devise a system of empowerment by purchasing every smaller manufacturer I.E. Saab, Daewoo, Saturn, Opel and a handful of others, then asking money because they are to big to fail and costing the US taxpayers with buyouts and whatnot, like I give a fuck if Amerika fails anyhow.
If you threw out the amount of money into research and development as these fucks did in marketing and branding, then they wouldn't be in the shitter that they are now.
