well if you're looking for ethanol I'd phone around to pharmacies or high school chemistry supply places or whatnot, then again with those gigantic american supermarkets you people have you might give walmart a try.
Ethanol shouldn't be hard to get, it's simply pure alcohol, just remember about the evaporation, and it might be expensive too. The government taxes alcohol pretty heavily so 70-100% proof alcohol is probably pricy as hell. (which is why the cheap spiritus alternative might work)
As for spiritus, I honestly have no idea what it's called in english, I just know that it's blue, strips paint and hobo's sometimes drink it. (if you're looking for active charcoal, try phoning a pharmacy, it's used in medication for upset stomach's active charcoal i simply something that attaches to toxins, so it shouldn't be too hard to find a cheap pill that is pretty much pure active charcoal)

And fuck, even without the legality issue, that is just unethical.
