It's an early film by Caro and Jeunet, the guys who made Amelie. It's a zany sci-fi, gothic, magic realist nutjob, and it's entertaining from beginning to end.
If you like Caro & Jeunet, you have to see "The city of lost children" (La cité des enfants perdus). Fantastic film.
Also, not so many people know that Alien 4 was directed by... Jean-Pierre Jeunet. Which is very evident when you see "The city..." especially because of the weird & beautiful green lighting.
