The stupidity lies in the people who laid the device. It should have clear markings so that the bomb squad can contact the owner to verify that it is not a bomb.

Of course, if the box does have clear markings, that would alter my assessment of the situation.

To clarify my position, imagine that 9/11 could have been prevented, but someone did not act, because they were worried about being embarrased if they made a mistake. How would you write that up as a news piece?
