One of the former principals of Haven Co. gave a talk at Defcon a few years back. The data center project never really took off as the Sealand officialdom were too worried about testing the limits of their sovereignty with questionable activities. They also couldn't setup payment clearing methods via bank channels that worked for their customers.

From what he explained, Haven Co. was really a few old PCs in racks with a single extension cord passing through a grate to provide power.

It's still five years off.
