I just reread those articles a few more times and how you came upon this conclusion is near unfathomable. Terror weapon? Seriously? A big spikey mace or a head on a spear, now that's a terror weapon, not this glorified laser pointer. At best it could effectively distract a multitude of kittens.
And any civilian with half a brain could also easily defeat this system with the cheapest pair of mirrored gas station sunglasses. They're next to the Doobie Brothers cassettes in the first aisle.

It's entirely consistent with the reduction from 7.62 to 5.56mm: a dead man's just dead, but a wounded man takes two of his buddies out of the front line with him.
A blind person is an economic burden for life.

Huh? You seem to imply that somehow I advocate this technology, it's usage, and the economic waste it embodies. That couldn't be further from the truth. I thought I made that myself rather clear on that issue.

And do you seriously think that if they were actually to use this weapon in combat it would have the results you imply? There would be no blind people, no casualties falling by the wayside clutching their scorthed retinas or being carried out on gurneys as they would with a reduced round. The two are simply incomparable. It's a simple non-lethal system on par with pepper spray at best.

It incorporates a scanning galvo-head within its' optics system that diffuses the systems power by keeping the beams' interaction location moving. For such a low power unit to be damaging it would have to be focused spot-on for a prolonged period of time. You give it more credit than it deserves.
