From an interview with him I saw, it is a black-power statement born in the early 80's, where the chains represent the physical and social chains on his forefathers. The Chains are gold to represent him taking that symbol of oppression and turn it into his own.

I just had a really, really long day. I came home and read this thread. I feel so much better. I am greatful beyond words not only for the existence of that beautiful man, Mr. T, but also all of you beautiful Mr. T supporters. God bless.
I recall him saying his bling (in an era before it was de rigeur fo rsuccessful black entertainers) was meant to show young black men that they could be successful, too.
He's also said that the weight of all that metal on him helped to remind him of the chains his ancestors were forced to wear. Kind of an interesting double symbol: being humbled by his success.
