I was sent it in an e-mail once, but I've never seen it referred to anywhere.
I thought maybe someone was trying to politely tell me not to send help requests. 
It's for reporting actual bugs in the site, problems with the code. It's on the help page, under Olivia's picture.

Aha, so it is. I never saw it before, but like I said I once sent a help request and was told that it was more of a bug than a help thing.
