On the local page, in the right hand column, is a list of members local to your area. These are not pulled from the group memberships, they're pulled from the overall member lists. The "view all" button goes to the local members page, which lists all nearby members. You can't "search" this list, but you can browse through them. The only restriction on that list is that the people must have a location defined, though you can filter based on some other criteria.
I don't know what you mean by "it only allows you to search for members who belong to the local groups." There isn't a feature on the site with such a restriction, save for the "members" tab on a group's page.
Question regarding the locals section. I searched and couldn't find the answer.
How is the local section actually organized? When I click view all, what makes one person pop up first over someone else? This is purely a curiosity question. I thought it could be related to comment count, or when joined, or being logged in but from what I can tell it has nothing to do with any of that. Anybody - I'm looking at staff I guess - got an answer?
