After having lived in costa rica for an extended period of time, I cannot say that this suprises me at all. Most Ticos (Costa Ricans) are very anti war. They do not have a military and they are very proud of this, nor do they have a really useful police force (The advantage to this is 10000 colones ($23) will buy you out of anything)
Maybe if the US could some how include free alcohol and a guarantee of a 24/7 soccer channel CR might join again...
