Sure he was. He got a blow job and when they asked him about it he did what several of his inquisitors in the Congress also did when asked about extramarital affairs: he lied.
The only reason he was asked was because the 45 million dollar investigation had, until that time, revealed nothing. So it metastisized into his private life - who Bill Clinton - or George Bush for that matter (although I am convinced he is dickless, all this saber rattling being compensation for said dicklessness) - has sex with is none of our business.
And, before you go there - the fact that it was pusuant to a "Sexual Harassment" allegation is meaningless, since that allegation itself was propagated and funded by right wing politicals who had been detemined to bring Clinton down since he expressed an interest in running for President.
There was never any conclusive evidence that Clinton did anything that rose to a level worthy of impeachment. It was Kangaroos go to Congress. Nothing less.
Unfortunately, the possibility that this will happen with a GOP run Congress is pretty nil... that this would happen before Mr. Shrub is actually out of office?...... Yeah....right.
It's less than 2 years left friends... I'm afraid we're just gonna have to suck it up.

I know he wasn't. But that's what the whole thing was concocted around. If a determined group of people hadn't been dead set on getting him in trouble for something since well before he was in office, they never would have stumbled upon Paula Jones, and if they'd never stumbled upon Paula, they never would have stumbled upon Monica, and then no one would be asking President Clinton under oath about his penis, so he wouldn't have been lying about its activities. It's still his fault that he lied about it; that was dumb. He'd have been fine if he'd just admitted it. But my point is that no one should have been spending that much time and money in order to catch him getting a blowjob and trying to hide it, especially if very few are willing to spend much at all to impeach Bush for all the shit that's gone wrong in his administration. There's no consistency in what Congress will actually hold a president accountable for--because Congress no longer does anything except engage in partisan snipefests.

That said, I agree with what you said about how they should wait. I think it's more of a political statement, though--something that the politicians who introduce the impeachment stuff can use as political capital in the midterm elections. I don't think anyone thinks it'll actually get anywhere.
These shots are just political maneuvering. Like when Colorado de-criminalized marijuana, its still in violation of federal law so its technically not legal but it was a way for a dem state to annoy the reps. These people arent stupid they know even if they had some semi valid claims it probably wouldnt get passed the US house. Look at thier charges, especially the charge outlining state sponsored torture. There is no way in hell they could ever hope to prove that. Oh and the Gulf situation. You know it would be nice if the government could send troops wherever they want in the US but we cant. If the STATES dont declare a state of emrgency then they cant send troops into an area. Damned the birttish for screwing that one up for us in the revolution but hey thats the way it is. So its just another pot shot to piss the republicans off. If you ask me both sides are gettinga bit childish with thier party guidelines.
Basically this is all an act of political manuvering and kicking a man while he's down. In this case I'm all in favor of both. Sadly, once Clinton got impeached history was basically set in stone. Democrats get impeahced but stay, republicans don't get impeached, they resign in disgrace. At this point I remember the bottle of Champagne that my parents had kept from when Nixon resigned. I'm hoping to one day have a bottle of my own to show my kids.
