Focus on teaching kids to stand up for themselves and put more of a push on parents to try teaching their kids kindness and respect.
I don't know about you, but when I stood up for myself, it only got worse. There were more of them than me. And they were a lot bigger.
I must've gotten lucky then. In middle school I had these two guys (burnout/jocks) that used to tag team me. One would hold me from behind and the other would punch me in the gut a few times . Then they'd drop me and meander off.
Well, one day, I'm fed up with it so Mike (Neanderthal #1) grabs me and Duane (#2) comes for me. Instead of just writhing around I kick Duane in the nuts as hard as I can and then knee him in the face as he staggers around holding his freshly scrambled eggs. Mike let's go and I bag ass out of there.
Two classes later, Duane tries to fuck with me but Mike tells him to lay off. Duane wan't so Mike lays him out, "Dude, he fucked you up fair and square. Leave him alone and get over it".
After that, no one fucked with me because they knew Mike had his eyes out for me.
Just got lucky.

I feel bad, but I think this is a good idea even though it wouldn't really work.
Students are ashamed and embarrassed everyday by bullies and humiliating the assholes a little bit would do them some good.
The only problem is that kids have a way of switching things around any making punishment make them more popular.
I wonder if those parents who bitched knew what total jerks their kids were.
When I was a freshman in highschool, a bully was giving me problems constantly. His mom had just bought him a new $4,000 moped that he rode to school. One day during lunch when he was giving problems in the lunch room in front of everyone, I said fuck this and went home to eat.
About an hour later, i returned to the school, went to the bike rack where his moped was locked up, and poured an entire bag of sugar in his gastank.
No one could prove it was me, so I didn't get in trouble... but he knew it was me. I heard his mom beat his ass for letting his new moped get fucked up. He never bothered me again.

clearly the solution to the bully problem involves some combination of moms and motor vehicles, not helmets.
