I think you might have your numbers messed up. An individual plan will cost you around 700 a YEAR, not a month for a single person with no declared medical issues. And you can still get it even cheaper than that depending on the details.
Even with a child health insurance doesn't cost that much....
Why not just go to a government funded hospital and give a fake name? Then you can walk out without paying a dime. By law any hospital that receives gov. funding cannot turn you away - even without insurance.

Er, because that would be wrong? There has got to be a certain level of trust and honesty to make any society function.
