Well if you want to go back to the very beginning, in 1947 the UN was proposing to create an even larger arab state according to its partition plan, but this plan was obviously rejected.
But recently the Palestinians have been offered a state in 2000 (under PM Ehud Barak) and in 2008 (under Ehud Olmert). Both included almost complete turnover of the west bank (something like 97-98 percent) and a partition of Jerusalem. They also included giving parts of Israel to the Palestinians in exchange for the 2-3% of the west bank that would remain in Israel.
Of course, the palestinians could have asked Jordan to give them a state during the time that the west bank was under Jordanian control, from 1948 until 1967. I'm pretty sure that they never did.
