Exactly, we chose 18 because hopefully by then kids have had about enough experience to start acting with a sense of responsibility to others rather than total solipsism. It's a process, not something that happens by magic. When you say he's being moronic, that kind of glosses over the fact that he's a kid, not an adult who hopefully understands how his actions affect others and why he's responsible.
