It doesn't work like that in the real world, where most people who get in car accidents while unbelted suffer considerably more severe injuries due to that choice. If those injured people lack health insurance as well either the taxpayers or the other insured patients get stuck with the bill in the end.

You cannot be turned away from the emergency room and others will make the choice to treat you if you are incapacitated in an accident.

Who knows for sure, I'm certain there's a fair amount of disgust towards congress in general but it's difficult to know which portion of it makes them wretch the least.
