You'd be surprised. When it comes to things like grape flavored blunts, I think the majority of those get sold to people intending to stuff them with marijuana. But there are many legitimate cigars that are flavored. Acid, Cojimar, and Tatiana all come to mind. Being higher end cigars, they are not made with paper, or reconstituted sheet tobacco. Trying to cut one open to fill with marijuana results in complete destruction of the cigar.
I know! A lot of us smoke Backwoods where I work...the most popular flavor being Honey-Berry. We smoke them because it's a mild-tasting and relatively inexpensive cigar.
Oh, that's another thing. Why would banning cigars prevent teen smoking?

Why would banning flavored cigarettes?
Honestly, I'd love to see the numbers. In the relatively anecdotal evidence of my entire life as both a smoker and a fellow smoker, I haven't seen anything to support this line of thinking. Nobody smoked flavored cigarettes when I was growing up. Kids wanted certain brands sometimes, but usually a pack would get bought or stolen and just passed around. Some kids liked it, some didn't. I didn't really see much of a change in high school or college, although by that point pretty much everybody had gravitated towards their particular brand. (I was Camel Wide Lights in college, Kamel Red afterward, if you care.)
This, to me, feels very much like Congress vs. "Violence" on TV or Videogames or any dozen other topics that Congress fails to inform itself upon and then ban or heavily restrict.

I have always (hypocritically, heh heh) considered dip and chaw and all other in-mouth tobaccos to be pretty gross, but sour apple flavor totally makes me (almost) want some. I think that would work really well with the flavor of a chewing tobacco.

I'm trying to point out the sheer ridiculousness. It's not flavor that gets people smoking, and because MOST people don't inhale cigar smoke directly, there's no way for it to be physically addictive. It's just such a stupid way to go about this. I don't think smoking will ever completely go away, so I think the only reasonable, realistic thing to do is ban it everywhere but outside, and in private residences.

You can absorb nicotine through the lining in your mouth.

If you ever decide to jump on that wagon. I highly recommend either the sour apple or citrus flavored skoal.
