(CNN) _ A grand jury in south Texas indicted Vice President Dick Cheney and former Attorney General Alberto Gonzales on separate charges related to alleged prisoner abuse in federal detention centers, Willacy County District Attorney Juan Angel Guerra told CNN Tuesday.

I doubt it, but one can hope. on the other hand look what happen after New Orleans DA Jim Garrison indicted someone in the JFK case, their was a trial, but the jury found the man innocent, and it was seen by some as a publicity stunt by Garrison.

In some jurisdictions, grand jury indictments are the only way to go. I don't know if Texas is one of them, though.

Nope, Ford pardoning Nixon before he was even officially charged was a fairly famous example of a pre-emptive pardon.


A presidential pardon may be granted at any time, however, and as when Ford pardoned Nixon, the pardoned person need not yet have been convicted or even formally charged with a crime. Clemency may also be granted without the filing of a formal request and even if the intended recipient has no desire to be pardoned.
