Until that measure of open declaration of war becomes the standard policy then the political bullshit will determine the way the politicians manipulate the truth to further their own agendas.

the ICBM thing was perfectly legitimate, those were preemptive or counter measures with the assistance of an ally against a open threat. I should narrow it down to "hostile action in a foreign country".

it's ok to agree with me at least once. I am not completely unreasonable in issues of foreign policy when it concerns abuses of power.
