I could be wrong, but I think you at least need to be a lawyer in order to be attorney-general. And if I recall correctly, Rove isn't even a college graduate.
There is no such constitutional requirement. He could appoint virtually anyone, in theory.

Gonzales will never be indicted for anything relating to his tenure as Attorney General, nor should he be unless any substantial evidence of his commiting an actual crime is presented by his Democrat tormentors in Congress. Incompetence is not a crime. That having been said, his departure is welcome.
