Since when is spreading a small amount of flour in a parking lot a breach of the peace? Sounds like the stupid cops are the ones who breached the peace.
Charge them.
I am SO moving to Canada.
What I want to know is where the hell are the people in charge of PR for the New Haven PD? Its their bloody JOB to take a second and say "No, charging these two will just make us look like bigger fuckups." I'll never understand why things that SHOULD be swept under the rug arent while things that shouldn't be, are.
Way to go New Haven PD...now you've done gone and brought shame on the good name of law enforcement everywhere!

Maybe the cops just cleared the parking lot hoping it was a sign of powdered sugar from the donut gods. That would have been one fucking *huge* donut.
It could be a terrorist, it could be something more serious ... like what?
On the other hand, IKEA is a likely target. For white, middle-class scandinavians like me. I long for something else, Iīm tired of the puritan aesthetic tyranny of the Ivar Shelf
I would fear the hippies more actually.... good grief.
You know I kinda get her saying this:
Mayoral spokeswoman Jessica Mayorga said the city plans to seek restitution from the Salchows.
"You see powder connected by arrows and chalk, you never know," she said. "It could be a terrorist, it could be something more serious. We're thankful it wasn't, but there were a lot of resources that went into figuring that out."
I would charge the whole lot that even though wasting resources was a good idea.
