No, I don't think it's that part, really. I mean yes and no. I didn't go to school here, but have lived here for a bit now. A lot of people compare it to kind of a Portland (though likely a worse version or whatever). And Austin actually too. For one, cost of living is really really extremely low. It's a "hippie town" as much as anything, I guess, lots of musicians and people riding bikes and community bike workshops and stuff like that. I think because the cost of living is so low people are either here for that reason (and tend not to drive) or stick around forever after college (since the place tends to grab one). The public transportation isn't necessarily great, but I think that the bike culture and accessibility make it good to live without a car. No one I know here really owns a car (and none of them are in college).

Granted, there are probably better places to live without a car, but everyone seems to get on here just fine. Most everyone I know are artists with meager livings that ride around. (I can't speak for the fraternity population or whoever else lives here though).

They make those threats every year or two; we had three doomsdays in as many months this winter. It's just part of the game they have to play to get funding from the state.

I use public transportation in Los Angeles.
Metrolink Train, Redline Subway, Metro 780 Bus.
Train is cool, the fare pays for all transfers on Subway and Bus.
Subway can get sketchy since they never check for tickets, plenty of bums hanging out.
Bus is just freaking awesome, bum took a leak while sitting last month!
If you don't mind the fresh smell of urine, LA public transportation is outstanding.
